I have the honour to confirm my
telegram of the 2nd. instant, a copy of which is enclosed.

I forward the enclosed copy of a
minute by the Postmaster-General, dated the 6th. instant,
from which Your Lordship will see that the estimated loss
on Postal Agencies in China for 1910 is placed at $51,578,
of which sum $24,528 is on account of Military Contribut-
-ion. According to the amount of correspondence sent at
the present time from these Agencies by the Siberian route
the annual loss on account of this service is estimated at,
at least, $59,130 per annum.

The offer of the Imperial Treasury |
to pay for the present and future years the whole differ-
-once between the receipts and expenditure necessarily
incurred in the working of these Postal Agencies, Military
Contribution still being paid on gross receiptą would
